Lacq pilot project: Stakeholder Consultation

At Lacq, for the first time in France, Total is preparing to test an integrated CO2 capture and geological storage pilot scheme.

Total has discussed the aims and details of the Lacq project with various organisations in the region and now wishes to open a dialogue with all stakeholders: elected officials, citizens, economic players, social bodies, community groups and the scientific community.

In addition to sharing information, the aim of this stakeholder consultation allowed all concerned to air their views on the aims and methods of the project as well as the surveillance and control measures being taken.

Total hopes that this dialogue will prove useful to all stakeholders and will help the Group with decisions that must be taken about the project once all necessary official authorisations have been obtained.

The Consultation Charter

In order to ensure the greatest possible transparency during the consultation process regarding the Lacq Basin CO2 capture and geological storage pilot project, Total has now committed to a Stakeholder Consultation Charter.

With this charter, the Group undertakes to:

  • Provide full, honest and clearly expressed information about the project (characteristics, impact, surveillance and monitoring system, etc.) so as to facilitate the sharing of knowledge and to foster open discussion with all stakeholders.
  • Execute and report on the project with advice from a number of independent scientific and technical experts.
  • Provide answers to all questions asked by stakeholders or members of the public.
  • Publish minutes of all public discussion meetings as well as a summary of the consultation process, and take these into account in deciding final project details.
  • Provide stakeholders and general public with regular updates of project progress and timetable.

Public Meetings

Total organised three public meetings so as to extend to as wide an audience as possible the stakeholder consultation process concerning the Lacq Basin CO2 capture and geological storage pilot project.

Results of Stakeholder Consultation

The stakeholder consultation took place from November 6, 2007 to November 30, 2007.

Total feels that this dialogue has proved useful to all stakeholders and will help the Group with decisions that must be taken about the project once all necessary official authorisations have been obtained.
